We are seeking a Lead Engineer -NERC to join the staff at our Newark, Delaware location. Lead Engineer NERC provides technical guidance & leadership in the planning, engineering design, and implementation of the company’s private wireless communication systems. Performs detailed telecommunications engineering tasks independently as well as oversees engineering activities performed by lower classified employees, contractors & A/E Firms. Provides operational engineering support to the field. Submits budgetary cost estimates, forecasts, and projections for wireless (and fiber optic) communications infrastructure development, growth, and technology refresh. Prepares project construction budgets, schedules, and resource loading. Participates in the factory and/or field acceptance testing and inspection of telecommunications systems/equipment, as appropriate. Provides engineering support and project management during the construction/implementation and service cut-in of new systems.

Required:
• Bachelor of Science in Electrical Engineering.
• Minimum eight (8) years of progressive, relevant engineer experience as described below (including experience as a Senior Engineer) OR the equivalent combination of education, experience and/or training demonstrating the following:
o developing electric utility communication systems (e.g., LMR Systems, MW Radio Systems, MAS, fiber optic systems, tele-protection systems);
o extensive knowledge of principles of land mobile radio system operations, design and technology;
o conducting engineering radio path link power budgets and field surveys, preparing path profiles, and generating radio coverage maps;
o performing complex work independently, effectively incorporating engineering theories, standards, concepts, and techniques as well as engineering/industry/government codes and regulations, specifically:
 Thorough knowledge of FCC rules and regulations, frequency coordination, licensing requirements, compliance issues, and pending changes.
 High degree of familiarity with FAA coordination and licensing requirements as they relate to communication towers.
 Knowledge of relevent industry standards and how to appropriately apply those standards within an electric utility (e.g., TIA/EIA, ANSI, IEEE, etc.).
o performing and interpreting COMPLEX engineering and/or economic data analyses for LARGE AND/OR COMPLEX engineering projects, using specialized utility programs and/or vendor-specific software;
o developing creative solutions to COMPLEX utility telecommunications problems;
o managing multiple COMPLEX engineering projects/assignments and ensuring work conforms to project/task requirements, including coordinating work across different areas, departments and/or work groups, developing costing estimates, construction budgets, schedules, and resource loading;
o identifying the need for new COMPLEX projects/initiatives and recommending a solution;
o mentoring engineers and others in a variety of engineering projects/activities; and,
o keeping abreast of new equipment, methods and developments in an engineering specialty.
• Extensive experience demonstrating skill presenting oral and written results of engineering projects.
• Experience demonstrating skill using design software (e.g., AutoCAD, Microstation, Visio).
• Experience demonstrating skill using wireless/radio engineering software (for example, SiteSafe’s RFCAD, SoftWright’s Terrain Analysis packages).
• Experience demonstrating skill using word processing, spreadsheet, presentation and e-mail software.
• Ability and willingness to travel to all PHI locations.
• Ability and willingness to work extended hours (including holidays and weekends) with little or no notice, on-call and during storms and system emergencies.
• Ability and willingness to adhere to safety regulations and policies and to wear and use safety equipment as required by Federal, State, Local and PHI regulations (for example, dielectric footwear, rubber gloves and sleeves, hard hat, fire retardant clothing).
• Ability and willingness to work in a variety of work environments which may include outdoors in all weather conditions, on or around energized electrical equipment, in confined spaces, climbing, underground and in noisy and dirty environments with proper Personal Protective Equipment (PPE).
• Must possess a valid driver’s license.
• Must successfully pass a Criminal History Records Check.
• This position is a NERC Regulated position. As such, a background check will be conducted on the incumbent every seven years. Additionally, the incumbent will be required to complete annual NERC compliance training.

Preferred:
• Professional Engineer (PE) license in Electrical Engineering.
• Master’s degree in Electrical Engineering, Telecommunications or related discipline.
• Experience demonstrating skill engineering trunked mobile radio systems with SmartZone/SmartZone mixed-mode, Simulcast, and EDACS systems.
• Experience demonstrating skill assisting supervisors with assigning work, explaining procedures/processes, training personnel, and/or solving problems.
• Experience demonstrating skill using ESRI GIS, Microstation, and/or network design software (e.g., NetViz).
